给总理与国会议员们的一封公开信

我们注意到加拿大人民面临住房昂贵，医疗挤兑，暴力犯罪增加等经济和社会问题。各种经济和社会问题的解决，需要增长的经济，没有经济增长，政府解决的政策只能是推高政府债务，推高通货膨胀率，为今后的经济和社会问题埋下更大的隐患。我们认为，改善加中关系有利于发展加拿大经济，有利于政府应对当前的各种困难。执政党能否继续执政，关键在于加拿大经济能否走出困境。应对通胀的加息政策已经走到尽头，高政府债务使得政府解决各种社会问题的能力持续下降。发展经济是解决各种国内矛盾的唯一正确的途径。而改善加中关系是这个途径的关键。

自上世纪末的信息革命以来，科学技术日新月异，快速发展，在科技发展的条件下，以加拿大的资源和创新的人民，经济状况应该越来越好才对，加拿大经济不应该出现困难。现在这种政府高债务市场通胀的经济困境，完全是新冷战造成的。当全球最大的经济体美国和第二大经济体中国进入贸易战的时候，全球经济发展就受到了严重的障碍。我们国家不是国际政治的强国，不能阻止美中冲突，但是以加拿大自身国家利益而论，我们至少应该在此冲突中采取中立。大多数区域全面经济伙伴国家（RCEP）因为在此冲突中保持中立，他们的通胀率就比加拿大要低得多。中国在过去十多年里一直是全球经济的引擎，对全球经济增长的贡献最多，与中国脱钩会失去中国巨大的市场及中国的资本。改善加中关系必能促进我国经济发展。

我们知道，人权与法制是加拿大的价值，我们要在国际事务中高举这样的价值。事实上，法制是人权的根本保障，没有法制基础的人权都是虚假的人权。事实证明，以人权为理由否定和破坏它国的法制与主权，其结果往往加剧人道主义灾难，叙利亚就是一个例子。所以，如果我们认为中国有人权问题，我们应该在联合国宪章尊重各国主权的原则下通过对话沟通来解决。更不应该把神圣的人权当作政治打压的工具而滥用。

中国是独立主权国家，是联合国成员国，是联合国安全理事会常任理事国，不是加拿大的殖民地，中国国内事务不属于加拿大立法机构管辖，国会立法干涉中国内政违反了加拿大法制精神。香港、台湾、西藏、新疆都是中国第一部分，这些地区都是我们正式承认的中国的一部分。如果我们正式承认香港是中国的一部分，却对中国在香港行使主权横加干涉，这就违反了国际法，违反了联合国宪章。我国还以此来制定加拿大对华的贸易政策，破坏了加拿大的法制精神，严重损害了加拿大国家利益。

我们希望加拿大政府的对华政策能够坚持国际法的法理，以正常的国家关系来发展加中关系。美中贸易战不符合加拿大国家利益，我们应该做美中和解的桥梁，这符合加拿大国家利益，也符合世界人民的利益。
我们希望2023年能够成为加中关系缓和之年，成为加拿大经济复苏之年，成为加拿大人民摆脱通胀困境之年。

在我们发表这封信的时候，我们震惊地听说土耳其和叙利亚发生了毁灭性的地震，我们为这两个国家的人民而哭泣。叙利亚，这个已经被战争蹂躏的国家，再次遭到了破坏。如果没有及时的国际救援，这场人道主义灾难将更加严重。我们恳请总理和议员们将人性放在首位，至少暂时取消对叙利亚的制裁，以便援助能够尽快到达灾民手中。

An Open Letter to Prime Minister Trudeau and Members of Parliament

Dear Prime Minister Trudeau and Members of Parliament,

On this New Year of the Rabbit, we would like to extend to you our most sincere greetings. We hope that Canada will have a better year, and that our country will emerge from the shadow of inflation and enjoy economic growth in 2023.

We notice that Canadians are facing economic and social problems such as expensive housing, health care crises, and increased violent crime. Without economic growth, government policies to address these problems will only drive-up government debt and inflation, creating a greater risk of economic and social problems. We believe that improving Canada-China relations would be good for growth in the Canadian economy and help the government to deal with the current difficulties. The key to the ruling party's ability to stay in power is whether the Canadian economy can emerge from its present difficulties. The policy of raising interest rates to deal with inflation has come to an end, and the high government debt reduces the government's ability to solve various social problems. Economic development is the key for resolving the different internal conflicts and difficulties. Improving Canada-China relations is the key to this necessary economic growth.

Following the information revolution at the end of the last century, science and technology are changing and developing rapidly. This technological development, combined with Canada's resources and its innovative people, should improve the economic situation, and the Canadian economy should not have major difficulties. Now the economic predicament of high government debt market inflation is caused by the new Cold War. When the world's largest economy, the United States, and the second-largest economy, China, entered into a trade war, global economic development was severely hampered. Our country is not a powerhouse in international politics and cannot prevent a U.S.-China conflict, but in Canada's own national interest, we should at least be neutral in this conflict. Most of the Regional Comprehensive Economic Partnership (RCEP) countries have much lower inflation rates than Canada because they are neutral. China has been the engine of the global economy for more than a decade, contributing the most to global growth, and decoupling from China would lose China's huge market and Chinese capital. Improving Canada-China relations will certainly boost our economy.

We know that human rights and the rule of law are Canadian values, and we want to hold our values high in international affairs. In fact, the rule of law is the fundamental guarantee of human rights, and any human right without the rule of law is a false human right. It has been proven that denying and undermining the rule of law and sovereignty of another country on the grounds of human rights often results in exacerbating humanitarian disasters, as exemplified by Syria. Therefore, if we think China has human rights problems, we should solve them through dialogue and communication under the principle of respecting the sovereignty of each country according to the UN Charter. Sacred human rights cannot be abused as a tool for political suppression.

China is an independent and sovereign country, a member of the United Nations and a permanent member of the UN Security Council. China's domestic affairs do not fall under the authority of the Canadian Parliament, and congressional legislation to interfere in China's internal affairs violates the spirit of Canada's rule of law. Hong Kong, Taiwan, Tibet and Xinjiang are the parts of China, and all of these areas are officially recognized as part of China by us . It would be a violation of international law and a violation of the United Nations Charter for us to interfere in the exercise of Chinese sovereignty in Hong Kong when we formally recognize it as part of China. We are also using this interference to shape Canada's trade policy with China, undermining the spirit of the rule of law in Canada and seriously damaging Canadian national interests.

We hope that the Canadian government's policy toward China will adhere to the jurisprudence of international law and develop Canada-China relations on the basis of the United Nations Charter. A U.S.-China trade war is not in Canada's national interest, and we should be a bridge for reconciliation between the U.S. and China, which is in Canada's national interest and in the interest of the people of the world.

As we publish this letter, we are shocked to hear of the devastating earthquakes in Turkey and Syria, and we weep for the people of both countries. Syria, a country already ravaged by war, has been devastated once again. Without timely international relief, this humanitarian disaster will be even worse. We implore the Prime Minister and parliamentarians to put humanity first and lift the sanctions on Syria, at least temporarily, so that aid can reach the victims as soon as possible.

We hope that 2023 will be the year of detente in Canada-China relations, the year of Canada's economic recovery, and the year when the people of Canada will be free from the plight of inflation.

Cher Premier ministre Trudeau, chers membres du Parlement,

En cette nouvelle année du Lapin, nous tenons à vous adresser nos plus sincères salutations. Nous espérons que le Canada connaîtra une meilleure année, et que notre pays sortira de l'ombre de l'inflation et bénéficiera d'une croissance économique en 2023.

Nous constatons que les Canadiens sont confrontés à des problèmes économiques et sociaux tels que la cherté des logements, les crises des soins de santé et l'augmentation des crimes violents. Sans croissance économique, les politiques gouvernementales visant à résoudre ces problèmes ne feront qu'accroître la dette publique et l'inflation, créant ainsi un risque accru de situations socioéconomiques de plus en plus inquiétantes. Nous pensons que l'amélioration des relations entre le Canada et la Chine serait favorable à la croissance de l'économie canadienne et aiderait le gouvernement à faire face aux difficultés actuelles.

La capacité du parti au pouvoir à se maintenir au pouvoir dépend de la capacité de l'économie canadienne à sortir de cette impasse. La politique d'augmentation des taux d'intérêt pour faire face à l'inflation a atteint sa limite et la dette publique élevée réduit la capacité du gouvernement à résoudre les divers problèmes sociaux. Le développement économique est la clé pour régler les différents conflits et difficultés internes. L'amélioration des relations entre le Canada et la Chine fait partie de la solution pour une croissance économique nécessaire.

Suite à la révolution de l'information à la fin du siècle dernier, la science et la technologie ont évolué et se sont développées rapidement. Cet essor technologique, combiné aux ressources du Canada et à son peuple innovateur, devrait améliorer la situation économique et l'économie canadienne ne devrait pas connaître de difficultés majeures. Aujourd'hui, la situation économique difficile résultant de l'inflation du marché et de la dette publique élevée, est causée par la nouvelle guerre froide. Lorsque la plus grande économie du monde, les États-Unis, et la deuxième économie, la Chine, sont entrées en guerre commerciale, le développement économique mondial a été gravement entravé. Notre pays n'est pas une puissance en politique internationale et ne peut empêcher un conflit entre les États-Unis et la Chine. Cependant, dans l'intérêt national du Canada, nous devrions au moins être neutres dans ce conflit. La plupart des pays du Partenariat économique global régional (RCEP) ont des taux d'inflation beaucoup plus bas que le Canada parce qu'ils sont neutres. La Chine est le moteur de l'économie mondiale depuis plus d'une décennie, contribuant le plus à la croissance mondiale. Se désolidariser de la Chine reviendrait à perdre un énorme marché et l’accès aux capitaux chinois. L'amélioration des relations entre le Canada et la Chine stimulera certainement notre économie.

Nous savons que les droits de la personne et la primauté du droit sont des valeurs canadiennes et nous voulons porter haut nos valeurs dans les affaires internationales. En fait, la primauté du droit est la garantie fondamentale des droits de la personne; tout droit de la personne sans la primauté du droit est un faux droit de la personne. Il a été prouvé que le fait de nier et de saper l'État de droit et la souveraineté d'un autre pays au nom des droits de l'homme a souvent pour conséquence d'exacerber les catastrophes humanitaires, comme on a pu l’observer en Syrie. Par conséquent, si nous pensons que la Chine a des problèmes de droits de l'homme, nous devrions les résoudre par le dialogue et la communication, en vertu du principe du respect de la souveraineté de chaque pays conformément à la Charte des Nations Unies. Le droit de la personne sacrés ne peuvent être utilisés comme un outil de répression politique.

La Chine est un pays indépendant et souverain, membre des Nations Unies et membre permanent du Conseil de sécurité de l'ONU. Les affaires intérieures de la Chine ne relèvent pas de l'autorité du parlement canadien, et toute législation du Congrès américain visant à s'ingérer dans les affaires intérieures de la Chine viole l'esprit de l'État de droit canadien. Hong Kong, Taïwan, le Tibet et le Xinjiang font partie de la Chine, et toutes ces régions sont officiellement reconnues comme faisant partie de la Chine le Canada. Ce serait une violation du droit international et une violation de la Charte des Nations Unies si nous nous ingérions dans l'exercice de la souveraineté chinoise à Hong Kong alors que nous la reconnaissons officiellement comme faisant partie de la Chine. Nous utilisons également cette ingérence pour façonner la politique commerciale du Canada avec la Chine, sapant ainsi l'esprit de la règle de droit au Canada et portant gravement atteinte aux intérêts nationaux canadiens.

Nous espérons que la politique du gouvernement canadien à l'égard de la Chine adhérera à la jurisprudence du droit international et développera les relations Canada-Chine sur la base de la Charte des Nations Unies. Une guerre commerciale entre les États-Unis et la Chine n'est pas dans l'intérêt national du Canada et nous devrions être un pont pour la réconciliation entre les États-Unis et la Chine, ce qui est dans l'intérêt national du Canada et dans l'intérêt des peuples du monde.

Au moment où nous publions cette lettre, nous sommes choqués d'apprendre les tremblements de terre dévastateurs en Turquie et en Syrie, et nous pleurons pour les populations de ces deux pays. La Syrie, un pays déjà ravagé par la guerre, a été dévastée une fois de plus. Sans une aide internationale opportune, cette catastrophe humanitaire sera encore pire. Nous implorons le Premier ministre et les parlementaires de faire passer l'humanité en premier et de lever les sanctions contre la Syrie, au moins temporairement, afin que l'aide puisse parvenir aux victimes le plus rapidement possible.

Nous espérons que 2023 sera l'année de la détente dans les relations Canada-Chine, l'année de la reprise économique du Canada et l'année où le peuple canadien sera libéré du fléau de l'inflation.

Que le Canada soit prospère en cette année du Lapin !
